Panotty is a character who plays panpipes and wants people to listen to his music as he plays, and he gets upset whenever people (meaning Arle) don't listen to his songs or don't appreciate them. He consideres his flute his greatest treasure.
When he clears puyo they turn into musical notes, like Harpy. Harpy and Panotty are both struggling musicians whom people don't like listening to. Unlike Harpy's singing, however, Panotty's flute playing is actually good.
In Dr. Robotnik's Mean Bean Machine and Kirby's Avalanche, Skweel and Lolo & Lala use his AI.(Lolo & Lala's puyo also clear into music notes). Panotty also is the only character to have accompanying sound effects to his lose animation in Puyo Puyo, which involves his tear drops clanking together. This aspect is not preserved in either western version, the sound effect is simply dummied out, along with reducing Sqweel's death animation to only 1 frame.
His name is probably derived from Pan Flute or Panpipes, which are both in the family of instruments he plays. Panning may be another source, mainly because it is also a term in digital music used to signify weather a channel of audio is playing in the left or right speaker. Note may even be involved.
