Harpy is a winged humanoid who likes to sing, even when she's talking. In the original Puyo Puyo and Puyo Puyo TSU, she often sang too much to pay attention to the opponent, and no assertions as to the quality of her singing voice were made. From Puyo Puyo SUN onward however, her singing voice was recognized to be awful, and her gag her poor singing voice, rather than constant singing.
Arle implied that she liked Harpy's singing in Puyo Puyo TSU, saying that Zombie's Guitar was "not as good as Harpy, but still pretty good." However, when she heard Harpy's singing again in Minna de Puyo Puyo, she complained about how horrible it was.
In Puyo Puyo 7, Harpy and Witch make a cameo appearance. You can see them by replaying Draco's stage in story mode as Amitie. They appear briefly in the cutscene before Draco challenges you.
As to Skeleton T and Nohoho, Yu might have been the fever replacement for Harpy, both stacking their puyo to sides and both being flying singing girls.
In a Puyo Puyo short, part of COMPILE's series of Puyo Puyo anime shorts, she tries to teach Seriri how to "sing", thus ruining Seriri's beautiful voice, much to Arle, Draco, Nasu Grave, Zoh Daimaoh, and Skeleton T's dismay.
In Dr. Robotnik's Mean Bean Machine and Kirby's Avalanche Coconuts and Broom Hatter use her AI strategy.
